Headlight and temperature issues

Got my 1986 convertible in August and haven't had much driving time due to family issues but

1. I have noticed highway driving the temperature stays around 180+or - a few degrees BUT when stopped in traffic it will rise to 221 degrees quite fast and go down when on the road again---------- what is the normal temperature for this car / what should I check over the winter now that it is parked to be ready for next spring????????
(thermostat / fan / ????)

2. Everything has worked great until I drove it into the garage to park and was checking it over then saw that the passenger side headlight would not flip open, it burns but will not open.................being a Corvette novice I ask for your help----------- what is causing this????? ---------- relay /gear /motor, how do I check them???????????

3. Your winterizing tips????????
