Headlight Problem

Hi I am a new member. We have two C4's. 1984 Coupe and a 1994 Convertible with removable hardtop. I love them both. The 1984 has an issue with the left headlight. The light comes on but does not open. After I open it manually it will close when the lights are turned off. I have found many repair videos but none that addresses the 84 to 87 models. Does this sound like a motor or gear problem?
